Does high ct gold clasp mean good pearls?

Iv seen a necklace,in box with a prestigious Saudi jewellers logo,the ring clasp is 21ct gold( marked) The photos aren’t very clear( none of the sellers other offers have great pics either) I know Saudi Arabia import cultured pearls,salt and freshwater for jewellery making.Do some makers put high ct clasps onto cheap pearls,or would it be an indication that the pearls are quality? The price asked is expensive if they are freshwater,decent if they are salt water.
