Now that's funny...from my perspective I think the "winner" draw should happen first, then the "runner up" draw from the remaining names. If you draw the runner up first, that person then automatically become ineligible for the winning draw, because their name was already drawn from the hat.

Yes, definitely the winner. I don't even know if you need to draw a runner up. But maybe you can do it privately and share the name in the office among a few people, just in case. Or save the names and draw if the winner can't go.
